ام أستطع تشغيل برنامجي بالفيجوال بيسك 2003 دوت نت مع الأوراكل وظهر لي هذا الخطأ

بحثت عن حلول في موفع الأوراكل ولكنها لم تفد
قمت بتثبت الodb أكثر من مرة تبعا لخطوات الحل ولم أجد الملف المطلوب
The Plum IDE was primarily designed to support Microsoft SQL Server 2000, but we have added Microsoft Access and Oracle 9i support as well to round out the field a bit.
Plum-generated code supports Oracle 9i Release 1 databases and later, but the machine on which you run the Plum IDE must have Oracle Client 9i Release 2 or greater installed. It is also likely that you will need to download and install ODP.NET (the .NET Framework data provider for Oracle) from Oracle's TechNet website in order to make a successful connection between the Plum IDE running on your machine and your Oracle database.
If you receive the error Unable to load DLL (OraOps.dll), then read these two potential solutions (from the Oracle website) for solving this problem:
First, ensure the OraOps.dll file is in your Oracle bin directory (e.g. d:\oracle\ora92\bin\). Next, check that your Oracle bin directory is in the Windows system path. If either of these are not present, re-install ODP.NET. Depending on the application, you may have to restart the application (e.g. Windows Service) or reboot the computer (e.g. ODP.NET install makes changes to the PATH) for ODP.NET installation to be complete.
If your ODP.NET installation is still not working, you may be running into this problem because Windows OS authenticated users cannot read, write, nor execute programs in the ORACLE_HOME directory (e.g. d:\oracle\ora92\). This prevents authenticated users and applications from accessing the Oracle database or software.
Follow these steps to restore default access to Read and Execute access for Windows authenticated users:
Log on to Windows with administrator privileges.
Launch Windows Explorer from the Start Menu.
Navigate to the ORACLE_HOME directory and right click on the ORACLE_HOME folder icon.
Select the "Properties" option from the drop down list. A "Properties" window should appear.
Click on the "Security" tab on the "Properties" window.
Click on Autheticated Users in the "Name" list.
Uncheck the "Read and Execute" box in the "Permissions" list. This box will be under the "Allow" column.
Check the "Read and Execute" box. This is the box you just unchecked.
Click the "Apply" button.
Click the "OK" button.
